The balance between middle and high level human resource training in the agricultural sector in the Ethiopia

In this era of globalization, information revolution and rapid technological advancement expansion of higher education plays a significant role in enhancing economic and social development. High level of productivity in the agricultural sector requires application of technological advances. The government of Ethiopia is moving in this direction in its agriculture development led industrialization (ADLI) Policy. The role of agricultural higher education in this regard cannot be overemphasized. The history of Agricultural Education in the country began with the establishment of Ambo Agricultural School in 1946. Subsequent to that, Colleges and Universities at Jimma, Alemaya, Debre Zeit, Awassa, Wondo Genet, Arba Minch, Mekele and Gonder had begun training at certificate or diploma or degree level in fields of study pertaining to agriculture. At the moment all the trainings being offered by these public institutions are at high level and intermediate training is taken over by 25 Agricultural Technical Vocational Education and Training (ATVETs) colleges distributed throughout all the regions of the country. Projections of requirements of human power trained at intermediate level shows that for the coming five years 150000 people are required. No projections were obtained on human resource trained at high level. Currently existing ATVETs can only meet about half of the projected requirement of human resource trained at intermediate level. The gap creates opportunity for private higher learning institutions whose current involvement in agricultural training is almost nil (1 out of 72 private higher learning institutions). The balance between middle and high level human resource varies among sub-sectors, research and teaching appear to require high proportion of high level human resource while extension requires high proportion of human resource trained at middle level.
