A programme of on the job training and studying for foreign agricultural workers has been set up in Japan to help them put their learnt knowledge to practical use back in their home countries. However, a number of significant social problems associated with the trainee programme have come to light. These problems include: trainees working illegally, forced labor and other violations of labor law. Focusing on the processes involved in the adoption of foreign trainees, the purpose of this study was to clarify the situation with regard to the following: 1. The background, motivation, and the resultant effects of employing foreign trainees in place of local workers. 2. The processes involved in the adoption of foreign trainees. 3. The financial and other burdens placed upon the trainees under the present foreign trainee adoption system.
