LEADER is a financial tool for improvement of quality of live in rural districts. It includes economic and social improvements, better use of natural and cultural resources, as well as an increase of the value of the place. Implementation of activities is based on the local development strategy of the particular rural district developed by the local action group (LAG). An effectively developed LAG structure allows using an integrated and more extensive cooperation model, combining it with different capabilities of partners and future perspectives. The development strategy is organized in several projects by using the program approach to address the tasks to be accomplished. A relevant role in the implementation of the strategy is attributed to local incentive groups (LIG), which represent geographically united territories and pool their competence. On the territory of a single regional government it is possible to form several incentive groups. For more effective functioning of the instrument of financing of LEADER activities it is proposed to make several specifications and amendments in governing legislation. In Latvia, LEADER in the period from 2006 to 2007 and from 2008 to 2013 is financed from the European Fund for Agricultural Development and Guarantees as well as funds from the national budget. However, total financing allocated for LEADER+ activities is still rather small. The amount of financing consists only of 2.5% of total financing for rural development.
