[New trends of the Russian grain production and grain market development]

The Russian grain market conditions and its dependence on the world grain market are examined. The most efficient practices of its adjustment and sustainable development are proposed. Grains became a strategic good due to the grain supply reduction worldwide. Grain production is the corner-stone for the national food security. Nevertheless, the grain sector faces a permanent shortage of finance caused by the weak government support, imperfect distribution of revenues from grain products marketing in the grain supply chain (grain producers share is 20% only whereas that of traders is 50%) and by the fast energy price growth. The Russian grain production and grain export potential is significant: Russia possesses 8.9% of the world arable land, 50% of black soils and produces 8.3% of mineral fertilizers. The grain output could be increased through interventions, forage crops being included, in December - January and through grain purchases by storage certificates. Grain should be included into the first rank social commodities list. That will contribute to the grain shipment cost reduction. It would be reasonable to cut down markups and establish a national grain exporting board.
