إنجليزي. Provision of public and animal health, animal welfare and environmental protection depends to a large extent on the use of animal feed which shall be safe and of adequate quality. BSE crisis having occurred in the past decades of the previous century has contributed to the fact that the approach to providing for food safety has been extended to include feed safety as the beginning of the food chain. In 2002, the Regulation (EC) No 178/2002 of the European Parliament And Of The Council of 28 January 2002 laying down the general principles and requirements of food law, establishing the European Food Safety Authority and laying down procedures in matters of food safety was adopted at Community level. The Regulation introduced the 'farm to fork/stable to table' principle, recognizing thereby that animal feed was a very sensitive area in the beginning of the food chain which may have substantial impacts on food safety. Primary responsibility for feed safety is with feed business operators (FBOs). Within the HACCP system, FBOs are required to analyze all the risks which feed might pose to animal health, public health and to the environment. Before certain feed products, e.g. feed additives, are authorized for the placing on the intra-Community market, a risk analysis shall be prepared by an independent professional institution (EFSA - European Food Safety Authority). Past experiences have shown that the best way of protecting human and animal health is to comply in animal breeding as well as in animal nutrition with the specific requirements of every particular animal species.
