Objective of this study were to access community needs on royal rain making services participation development towards community. Studied sample were 44 representative farmers whose status is so-called Volunteer Royal Rain Marker at sub district level. They were also participated in research project workshop. The findings revealed that the community needed on rain enhancement utility, it was found that almost public water sources and private ponds were less sufficient in particular for farming over all year round. Last year there were serious concerns of water shortage that brought cost to farmers for pumping water before plantation over all year round. The most needed royal rain enhancement operation periods were over April, May, and March, respectively. Recommendations for rain enhancement services towards community participation, it indicated that almost of Royal Rain Makers at sub district level needed to participate and extend for more volunteer in all activities. The most needed participation in planning, implementing, and assessing was the activity for informing appropriate rain enhancement operation duration in the community to operation site.
