Agricultural land use plans using satellite data and land collection by community participation in the GIS: An approach from the framework of social policy

There are many studies using satellite data and GIS in the fields of agriculture, forestry and fishery. However, almost all of these studies are written from the stance of a technical analysis of satellite data. There are very few papers that employ a social policy perspective vis-a-vis the possibilities of satellite data applications. In this paper we analyzed Japanese agricultural problems using the agricultural census and population data of the National Institute of Population and Social Security Research and the agricultural GIS that we have been developing in the Yoshijima area of JA Yamagata Okitama since 2006. The results of the analysis confirmed that the protection of suitable agricultural land for rice production and the expansion of agricultural land for rice production are the two most important issues. Based on our analysis, we made the following two recommendations: 1) Use satellite data for Agricultural Land Use Plans in order to protect the amount of suitable agricultural land for rice production; and 2) Use Community Participation in the GIS to implement land collection that is necessary to increase the number of large-scale farmhouses needed for rice production.
