The Langkawi Workshop sought answers to questions like: can we look ahead and foresee the main features of irrigated agriculture and its institutions ten, twenty,or fifty years from now? Can we plan the needs in such areas as human resources developement, socioeconomic adjustments, research, and regulatory frameworks, that are necessary in order to accomplish the transition smoothly ?
