The aim of the the CAP Reforms was to overcome some of the disadvantages of this policy over the previous period. In addition, the volume of direct payment for producers was expected to be at the unchanged level, adapted to the WTO requirements. CAP Reform has been diverting from the policy of prices support to policy of income support irrespective of the volume of production (decoupling), introducing environmental and food safety aspects (cross-compliance) and the rural development measures. Health concern has initiated activities (Health check) expected to help farmers meet market requirements. Budget support, especially market-price policy was analyzed for the period 2004-2007 including the CAP measures in the EU member states, i.e. agricultural policy measures undertaken by the Serbian Ministry for Agriculture, Forestry and Water Management. The conclusion emerges that only partial comparison with international standards and theoretic concepts was possible. In Serbia reformed agricultural policy measures in line with the CAP are becoming increasingly important in regard to EU access.
