Life quality (LQ) implies a degree of meeting material, social, physical and cultural requirements of people. The system of LQ indicators has been developed. The LQ indicators are divided into economical (personal incomes, expenditures and savings, housing conditions etc), demographical (number and profile of population, average life expectancy etc), social (level and availability of education, number of culture establishments, recreation resources etc), and ecological (emission of harmful substances, radiation pollution etc) ones. The key principles of LQ management encompass provision of equal opportunities, self-sufficiency and social values priority. Based on the 2005 Coorsk Oblast (a region in Russia) data, its areas are ranked by LQ levels. Octyabrski Area (a county) was rated as the first one. The road density in it accounted for 246 km per 1,000 km2 and the per capita housing area – 25.8 m2. A significant positive correlation between rural LQ and farm production effectiveness has been identified. The regional LQ was negatively affected by unemployment growth, rural-urban migration, low wages and income differentiation. The author has developed and introduced a LQ integrated indicator, based on income, housing conditions and health. To improve LQ, targeted rural development programs and rural areas sustainable development strategy should be worked out. In the final section, the regional LQ is forecast up to 2012.
