New techniques of the engineering and geological surveys in mostened and water-logged foundation soils are estimated in the conditions of the Republic of Belarus. The present-day engineering and geological surveys (EGS) are based on the theory and techniques of the liner phase model (PM) of dispersion soil, therefore, the phase and strength conditions of foundation soils are assessed in the context of this theory and for those soil moisture values that were noted during field works. The moisture effect on the dynamics of the soil phase, strength and deformation properties is not forecasted (as it is not stated by the postulates of the linear PM). The home and foreign experience in EGS was used to summarize the experimental data files about the influence of the natural moisture content on the soil phase characteristics and physical and chemical properties of undisturbed soils. It was demonstrated that this influence consideration calls for the theory and techniques of the nonlinear and combined PM and requires essential refinements to be introduced in the EGS and design standards now in operation. Data necessary to be included in the refinements are presented as appropriate specifications and codes and improve essentially the present-day theory and techniques of the engineering and geological examination of moistened and water-logged foundation soils
