In the conditions of the Republic of Belarus there were presented analytic, empiric, and expert research of the effectiveness of realization of national agricultural policy and harmonious development of rural territories, towns and agro-business. In course of the study there were analyzed statistical data of correlation between the salary level of urban and rural population; structure of population of rural territories of Belarus; indexes of structural dynamics of population. There were shown tendencies in the development of structure of population and its economically active part in Belarus, Germany and in the whole world, as well as economically active rural population working in agricultural production. These tendencies have continued in the conditions of the global financial crisis. There was based and formed a conception and institutional instruments of harmonious development of rural territories, towns and agro-business. The principal real sources of harmonization of rural territory development , agribusinesses and towns were the adaptation of tools of the state support of economic development of rural areas to the requirements of the WTO member-countries; as well as the formation of an attractive investment and social climate in rural areas.
