This paper reviews the strengths and weaknesses of the policy approach Reduced Emissions from Deforestation and Degradation (REDD+). Around a fifth of all global carbon emissions stem from deforestation. The idea of REDD+ is to provide payments to developing countries in return for maintaining forests as carbon sinks and, to some extent, for promoting economic and social development and further environmental goals. The review summarizes the literature on selected topics of REDD+, such as cost-efficiency and the types of costs that are likely to arise, in particular enabling costs and incentive payments. Furthermore, potential financing mechanisms and already established kick-off funds are discussed. Ongoing debates on baselines, leakage, as well as permanence and liability questions are highlighted. We assess solutions that have been proposed for some of these problems but also indicate possible trade-offs and caveats.
