ORGANIZATION AND STRUCTURE OF THE AGRARIAN EXTENSION SYSTEM (SEA IN SPANISH) IN CUBA | ORGANIZACIÓN Y ESTRUCTURA DEL SISTEMA DE EXTENSIÓN AGRARIA (SEA) EN CUBA

El extensionismo agrario en Cuba tiene tres características que le dan fortaleza: no es un sistema único, existe una capacitación permanente o de postgrado de los recursos humanos, y también se cuenta con una alta disponibilidad potencial de recursos humanos. Entre las limitaciones de este extensionismo agrario, se pueden enumerar las dificultades que se presentan debido a la misma diversidad de formas y condiciones de producción, la tendencia a centrar el trabajo de extensión en aspectos tecnológicos, la especialización por disciplinas origina dificultades de comunicación, no se ha tomado suficientemente en cuenta la valorización de la producción, existe a veces una concentración del esfuerzo de extensión en el personal administrativo, puede existir confusión a veces entre funciones estatales y de asesoría, y por último, no parecen existir distinciones claras entre distintos procesos. La definición de un sistema de extensión agrario (SEA) en Cuba es la de ser un dispositivo diversitificado e integrador de apoyo a los productores que valorice tanto los conocimientos científicos-técnicos de los centros de investigación como los conocimientos empíricos de los productores, con una misión, funciones principales y estructura organizativa descritas en la presente comunicación, con vistas a contribuir al desarrollo competitivo y sostenible de las cadenas productivas del sector agrario.

Agricultural extensionism in Cuba shows three characteristics which give it its fortress: it is not a unique system, there is a permanent education and post-grade of human resources, and at the same time, there is a high potential availability of these human resources. Among weakness of this agricultural extensionism, difficulties shown due to the same different forms and conditions of production, the trend to center extensionism activity on technological aspects, the specialization by subjects creates difficulties in communication , it has not taken into account enough the valorization of production, sometimes there is a concentration of extensionism effort on the administrative personnel, it may be a confusion between state functions and those of advisory nature, and last, it appears that there are not clear differences among different processes. The definition of an agricultural system of extensionism (SEA in Spanish) in Cuba is that a diversifiedand integration tool for supporting producers which takes into account scientific and technical knowledge from research centres and those empirical from producers, and having a mission, main functions and organizative structure described in the present communication, in order to contribute to the competitive and soustainable development of productive chains in the agrarian sector.
