Azerbaijan's Agricultural Situation and Strategy for WTO Accession

The paper examines the agricultural situation of Azerbaijan and provides some strategies for successful accession to the WTO and sustainable development of its agricultural sector after the WTO accession. Azerbaijan has been negotiating accession to the World Trade Organization (WTO) for fourteen years since Azerbaijan applied to WTO for admission in June 1997. However, many experts guess that Azerbaijan's accession to WTO will probably require a long time. It is mainly because Azerbaijan's legislation and system do not meet the WTO standards and accession conditions in many areas. Azerbaijan's government should make serious efforts towards fulfilling the WTO accession conditions if Azerbaijan government wants to join in the WTO as soon as possible. In preparation of WTO accession, Azerbaijan government should work on the action plan for the sustainable development of its agriculture as follows: 1) Enhancing the capacity to produce its staple crop, 2) Promotion of value-added production and export, and 3) Enhancing the viability of rural areas. These seem to be three main goals that the Azerbaijan government should focus on in agricultural sector.
