The author evaluated meat and milk production, marketing and consumption in Russia, based on the 1990-2008 data, by farm categories and regions. The meat and dairy sector development strategy, as well as its reconstruction scheme have been elaborated. Within the above period, the cattle population in agricultural organizations decreased from 47.1 to 9.9 mln. heads, that of poultry – from 465 to 299 mln. heads. Consequently, meat and dairy production have reduced and imports have increased and overcome the threshold level of 25 per cent to the domestic market. The annual loading of meat- and milk-processing plants declined to 32-67 per cent because of the lack of raw produce. The latter arose from insufficient feed production, low technical level, obsolete equipment and deficit of refrigerators in marketing networks. The developed strategy rests on innovations. It implies feed base improvement by quality and nutritional value, animal breeding, processing modernization and information exchange in the sector. Government adjustment is of great importance for the strategy implementation
