Agri-food integrated entities (AFIEs) incorporate farms, processing plants, traders and agriservice enterprises, whose work is managed and coordinated by the integrator, i.e. the heading organization. Firms, holding companies and farm associations are the most popular types of AFIEs. They use a variety of management systems, e.g. linear and functional, divisional, matrice etc. Three patterns of economic relationship are suggested for AFIEs. Under one of them, AFIE divisions become completely independent. Based on the 2001-2008 data from the Orel region, Russia, the AFIEs resource utilization effectiveness was evaluated. By the way, the number of AFIEs has decreased from 51 to 33. These AFIEs include holding companies such as Orel Neeva, Orel Agricombine, Orel Black Soil, as well as firms such as Bolkhovskaya, Mtsenskaya and Orel. The above AFIEs have been improving their financial position gradually. For instance, there were 20 unprofitable AFIEs in 2005, but by 2007 their number had decreased to 2. Budgeting based management systems, including finance controlling centres and machine and tractor stations, are suggested to improve AFIEs effectiveness
