The framework for rural employment regulation is considered and the domestic and foreign data on this subject is generalized. Based on the rural employment data for the Ulyanovsk region, the key economic determinants have been identified and evaluated. The rural employment change forecast scenario for the region up to 2015 has been developed, the trends of individual subsidiary farms development being taken into account. The base data covers the span of 2001-2005. The number of agricultural companies decreased from 396 to 290, followed by decreasing employment from 62,363 to 25,826 persons. The annual diminution of rural population increased from 4,599 to 5,195 persons and the unemployment increased from 2.4 to 7.2 per cent. Consequently, individual subsidiary farms became of great importance as the only source of income and a job for rural residents. The number of such farms increased by 6,100 units and their share to the total region's farmland went up from 4 to 5.6 per cent. Their further development is associated with optimal specialization and cooperation with family farms and agricultural companies. Though the individual subsidiary farms are forecast to reduce employment by 15.1 per cent by 2015 vs. 2005, they are likely to employ 92,600 persons.
