In the conditions of the Republic of Belarus there was considered the essence and ways of import substitution of agricultural raw materials and the foodstuffs. There were revealed factors and mechanisms of import substitution in agrarian and industrial complex production. Directions of the practical solution of problems of import substitution of food products were shown. The policy of import substitution of agricultural raw materials and the foodstuffs required the development of harmonious and purposeful system on regulation and stimulation of this specified process, including formation and maintenance of a capacity level of the national food market, perfection of the state standardization and certification system. World experience testified, that a country was able to maintain its food independence, if the ratio between import and internal manufacture did not exceed 20%.
