The applied importance of this study, that the values of rural effects are negative or positive effects on rural women, and Must take it away from policy-makers when formulating any development policy to serve the future rural development especially in the rural community and empowering women to play a role in the development side by side with men. The data analysis revealed the following results: The education value: the personal needs is high than of community needs for both sons and girls, generally the relative indicators defining the goal of education give up and stick between 1971, 2010, but there had been abandoned for the overall value equivalent to about 6.83% for the year 1971 The interaction value between the rural people: indicators are very distressing that the of kindness to the poor, elderly respect , telling the truth, avoid phishing defects of others, the indicators are occupied order late on the value scale with rate between 48.3% to 60.5% in general the value abandnd about 43.0% on year 1971.
