Rural prople,s perception and satisfaction of local public services and their feelings of improvement in their living conditions, a study in the newly reclamed lands

For the past five decades, the government of Egypt has been engaged in long term and expensive programs of land reclamation and settlement in the desert areas. The objectives as stated in the government of Egypts strategy were for horizontal expansion of cultivated lands and redistribution of population across the whole lands. This study is concerned more with the established settlements to fulfill the second objective. It aims at identifying the relationship between the settlers perception of the number of services accessible in their communities and their satisfaction of the quality of these services, and to examine to what extent they feel their wellbeing conditions improved accordingly. Due to the diversity of study population and the need to represent most of the resettlement projects in all geographic areas of the reclaimed lands, three main criteria were taken into consideration in sample selection; geographic location of the lands, duration since resettlement, and the category of the settlers. The study was conducted in 25 villages of the new lands in Upper and Lower Egypt. The data was collected by interviewing a randomly selected sample of 1200 settlers, using personal interview questionnaire. The results indicated that perception of the number of public services in the community is correlated with the efficiency of the services which was measured by satisfactions of the services quality, in most of the cases. Relationship of both perception of the number of public services in the community and the efficiency of the services as measured by satisfactions of the services quality from one side and the feeling of improvement of global life conditions from the other side were proved positive, in most of the cases. The study also showed that Upper Egypt settlers are more satisfied with services provided to them.
