إنجليزي. The author analyses the factors that affect Latvian unions’ effectiveness. It has revealed how particular LR parliamentary laws affect unions’ activity effectiveness and uncovered the significance of trade unions’ and employers’ collaboration to provide effective social dialogue. The author tries to find out what factors cause the society and trade union members’ passiveness. The lack of solidarity between Latvian trade unions has also been analysed. It has been concluded that on a national level trade unions have not always been valued as wholesome and serious conversation partners, that the lack of solidarity between trade unions depends on trade union leaders’ wish to collaborate, share their knowledge with other trade unions’ leaders, and be genuinely open and tolerant.

Darbā atklāta atsevišķu LR Saeimā pieņemto likumu ietekme uz arodbiedrību darba efektivitāti, arodbiedrību un darba devēju sadarbības nozīme efektīva sociālā dialoga nodrošināšanā. Autore mēģina noskaidrot sabiedrības un arodbiedrības biedru pasivitāti izraisošos faktorus. Analizēts arī solidaritātes trūkums starp Latvijas arodbiedrībām. Autore secina, ka nacionālā līmenī arodbiedrības ne vienmēr tikušas vērtētas kā pilnvērtīgs un nopietns sarunu partneris, ka solidaritātes trūkums arodbiedrību vidū ir atkarīgs no arodbiedrību vadītāju vēlmes sadarboties, dalīties zināšanās ar citiem arodbiedrību vadītājiem, būt patiesi atklātiem un tolerantiem.
