In Ukraine large scale processes have been started on implementing a final etap of an agrarian and land reform aimed at forming "real land owners". In the article the main reasons of crisis in the Ukraine's agriculture are analyzed. The ten main constituents of the agrarian reform have been formulated by scientists. The immediate measures which are to be taken are listed, among them the measures as follows: sharing agricultural land, developing a new concept of state regulation of the AIC activity, reorganizing a credit system, involving a profit rate index into all the spheres of production, developing a system of state price support for commodity producers, widening a practice of subsidizing gain in profit, improving taxation etc.
