This book is a collection of background papers to the publication entitled "Making Transition Work for Everyone: Poverty and Inequality in Europe and Central Asia". 1) The first paper focuses on the distributive consequences of the institutional, political, economic, and social implications brought about by the international economics integration. 2) The second paper, "Welfare Impacts of Russia's 1998 Financial Crisis and the Response of the Public Safety Net", reveals that even without better targeting, a modest expansion of the safety net could have prevented an increase in income poverty in the aftermath of the crisis. 3) The paper, "Short-lived Shocks with Long-lived Impacts? Household Income Dynamics in a Transition Economy," indicates that chronic poverty emerging in the wake of income shocks do not reflect existence of a low-level unstable equilibrium. Rather it appears to result from a more persistent income declines. 4) The last paper, "Inequality and Poverty Dynamics in Transition Economies: Disentangling Real Events from Noisy Data," examines the inequality and poverty dynamics in transition countries using panel data for Russia and Poland in the mid-1990s.
