As defined by the Constitution of India - not just confined to the concept of indigenous peoples (IP) - the term IP shall comprise scheduled castes (SCs), and scheduled tribes (STs), i.e., groups categorized as not being in the mainstream economy. The social assessment process covered the project area of some fifty tanks, and focused on issues relating to tribal, and vulnerable groups. It identified that SCs, and STs tend to be socially, and economically marginalized, dependent on dominant castes, and communities. This Indigenous Peoples Plan (IPP), based on the social assessment, reviewed in addition the legislation safeguarding those groups, and, in consultation with affected members, determined mitigation measures as follows. Due to the high incidence of landlessness, and in order to strengthen off-farm, and non-farm occupations, Tanker Users Groups' activities should be oriented for inclusion of SCs, and STs, to promote animal husbandry, and, encourage the development, and marketing of dairy products. Moreover, the promotion of irrigation should expand through the participation of communities, in renovating the open wells belonging to SCs, and STs, and, facilitating improved agricultural practices supported by the line Departments, and research institutes, including the supply of seeds, fertilizers, and technical know-how. Similarly, access to institutional credit should be facilitated, and linkages with the agricultural marketing network established. Emphasis should be on an equitable distribution of water, and, an integrated mass education and literacy programs extended, as well as for health and sanitation.
