The study determines how local level institutions - both Government and civil society - impact local development, particularly the manner by which these institutions contribute to household, and community's access to services, and markets. Specifically, through a three level inventory, i.e., social organizations, local institutions with an influence on municipalities, and, existing municipal, and community services, the study analyzes the interactions between social organizations, and local level institutions in service delivery, access to, and resources for such services. By exploring four municipalities in Bolivia, the study further identifies those local institutions susceptible to external support for local development programs, and identifies as well, the most adequate counterpart funding, programs, and financial instruments. It was found that communities in remote areas, with no market access, consequently with high poverty levels, had weak, and unstable social organizations, if any; that communities affected by sudden economic fragmentation, where entrepreneurs could evolve, but lasting community ties dwindle, organizations were also weak, with no power of recourse; but, that communities with high agricultural productivity, hence of higher living standards, and access to educational, and health services, had strong, and dynamic organizations. Moreover, effective regional leadership is strongly emphasized, provided it is dependent on renewal, educational level, and experienced skills to manage institutional, and innovative practices.
