The financial management of the Togolese State, and particularly the use of budgetary expenditures, was founded on the financial system in place at the time of the independence of the country in 1960. The fundamental financial texts were adopted at that time and new changes resulted. A new organization instituted the adoption of the current Constitution and the financial Directives of the African Western Union Economic and Monetary (UEMOA). This paper consists of two main divisions: the macroeconomic context and the evolution of sectoral expenditure priorities, and an evaluation of the management of public finances.
