Samoa - Telecommunications and Postal Sector Reform Project : restructuring

This project paper introduces the following changes in the Samoa Telecommunications and Postal Sector Reform Project and any accompanying amendments to the project's legal documents: (i) extension of the International Development Association (IDA) credit through October 15, 2010 for a cumulative extension of 2.5 years; (ii) reallocation of the credit proceeds; and (iii) conversion of the project's logical framework into the results framework. These changes will allow completion of two key components of the project: (a) the privatization transaction of Samoa Tel; and (b) the further strengthening of the regulatory framework for the telecommunications sector, particularly in the areas of interconnection, convergence and downstream effects of privatization. The results of both components are important to the development of the sector. Likewise, full utilization of the credit and adequate monitoring of project implementation and achievement of outcomes will be facilitated.
