Thailand - Irrigation subsector review

Irrigation has made a major contribution to the development of Thailand's agricultural sector, and to the economy in general, over the past two or three decades. However, the outlook for further irrigation development is problematic. There are uncertainties about the prospects for rice exports, as well as the likely trend in domestic consumption. The thread running through this report is that the uncertainties of the present situation demand constant attention to low cost, efficient production. It will be essential to make better use of the potential of existing irrigation infrastructure and develop low cost water sources for dry season irrigation. The strategy will allow some flexibility to adjust to world market conditions and avoid the risks of investing in infrastructure that might ultimately achieve low or negative returns. Over the next decade, Thailand would be able to continue to compete effectively in world markets, at least maintaining its current level of exports and perhaps slightly increasing them while, where feasible, diversifying to other crops.
