Samoa : Health sector review - Meeting the challenges of development

This report analyzes the health sector in Samoa. For several decades, the country has significantly improved the health status among its population, through the provision of basic health services. This improvement is the result of a first stage development in the health system, which includes: 1) the drafting of a National Health Strategy; 2) the upgrading of clinical facilities and equipment; 3) the establishment of a national health information system; and 4) the improvement in service delivery to rural areas. This report focuses on strengthening the reform program. It addresses several key issues and challenges, such as: a) Targeted public health programs have not reduced the disease incidence, and disease patterns are changing. b) The role of government in the health sector is changing, thus, it is suggested to focus on improving the quality of health service delivery, as well as health financing. c) Because health facility budgets are centrally managed, they provide little incentive to contain health care costs while providing effective care. d) Priority areas lack adequate funds, consequently costs are projected to rise. The report presents recommendations to redefine the role of government, while strengthening public sector programs. Furthermore, the efficiency in the delivery of public services should be improved significantly, in addition to ensuring an equitable and efficient use of health finances.
