PRODUCTION OF CHLOROFLUOROCARBON (CFC) refrigerants will cease in the United States at the end of 1995. The Naval Sea Systems Command (NAVSEA) needs to monitor total fleet requirements of CFCs until they are phased out. Stockpile requirements for ozone-depleting substances were determined from the results of a survey covering the period from 1 May 1993 to 30 April 1994. A second survey was conducted for the period from 1 May 1994 to 30 April 1995 for two primary reasons: to provide additional nformation on reserve requirements and to measure the effects of policies designed to reduce fleet CFC consumption. This report provides a statistical analysis of the data from the new survey, which includes reported usage for CFC-ll, CFC-12 and CFC-114. he new results are compared to those from the earlier survey, showing a significant reduction in CFC usage. ummary information in the report can be used to refine estimates of reserve requirements. Statistical confidence limits for CFC usage can be used to provide various levels of assurance that the reserves will not be depleted prematurely.
