Ex-ante evaluation of cassava research for development in Malawi: a farm household and random utility modeling approach

In Malawi, net-food-buying households in food deficit areas are experiencing poor access because of inadequate supplies and lack of purchasing power. This paper evaluates the impact of a cassava research for development project in Malawi prior to its implementation, aiming at unlocking the potential of cassava in response to the global food crisis. <br />The document believes that cassava is a famine-relief food crop and is a probable important food staple in production and consumption for Malawi. The paper introduces the following findings: farm households that are self-insufficient in food production can be assisted by increasing the productivity of land and labour in production, processing and marketing of cassava the cassava research for development project offers farm households improved genetic, crop management, proper technologies and institutional innovations this would reduce the deficit in food production relative to household consumption and generate marketable surpluses <br />Conclusions are that: the interventions being planned under the cassava research for development have more probabilities of success than failure the research for development program speeds up diffusion and makes benefits accrue to households earlier compared to the status without intervention <br />However, the authors emphasise that future work is needed to compare the ex ante predictions against realised ex post impacts. <br /><br />
