Sector wide programmes and poverty reduction

Improving the access to services by poor and marginal groups is a strong or central objective of most of the sector wide programmes reviewed in this working paper. The purpose of this paper, produced by the Overseas Development Institute (ODI), is twofold: to present findings from the collection of information on how effectively sector wide approaches are tackling poverty reduction objectivesthe identification of lessons drawn from current good practice in order to identify how sector wide approaches can more effectively address poverty reduction objectives in future.While the education sectors investigated seem to have been making significant progress, the trends in the health sector are more varied. Sector programmes are more likely to benefit the poor where the views and priorities of the poor are taken into account in the design phase, the poor have some voice in management of services, the staff are competent, there is clear and effective planning and budgeting, and managers at all levels have access to information on their performance and how to improve it.Several case studies of the health or education sectors in various Sub-Saharan African and Asian countries are provided (Uganda, Cambodia, Zambia, Tanzania, Bangladesh, Ghana)
