Building high-performance knowledge institutions for water management

This briefing argues that many Indian water management institutions are failing to live up to their original promise, failing to deliver high-value thinking, insights or perspectives. It demonstrates that by allowing these institutions to stagnate, there is a risk of a loss of a vitally important tool for research and policy making. The paper asks: can these under-achieving institutions be transformed? How can the government, NGOs and international organisations design, build and maintain successful, high-potential institutions?The briefing presents recent research that identifies traits that set high-performance institutions apart from those failing to deliver.
