The chapter focuses on whether and how rural community groups in Latvia influence rural development plans designed by municipalities and state authorities. Although various laws and regulations foresee ''grassroots'' participation in all developmental planning processes and acknowledge that it is an essential part of successful plans, state administrators, in their presentations on decision-making processes, typically use ''top down'' arrows for illustrating the flow of influence. Thus, a question arises whether there is in fact real influence in the opposite direction, namely, from the bottom to the top, or whether this exists at the rhetorical level only?
