L’agriculture biologique comme bien commun pour protéger la ressource en eau

فرنسي. Aujourd’hui, l’agriculture biologique devient aussi un fournisseur de biens publics, promue par un nombre croissant d’acteurs. Elle peut être vue comme un « bien commun » à faire émerger et fructifier par des engagements collectifs d’un type nouveau qu’il convient de mieux connaître. On a analysé deux expériences françaises en ce sens, motivées par le souci de préserver des captages d’eau potable et portées par des collectivités locales. L’étude montre que la collectivité intervient comme facilitatrice d’un projet de développement territorial. Elle agit par deux leviers complémentaires, la maîtrise de l’offre (foncier et bâtiments) et de la demande (restauration collective). Si l’efficacité environnementale reste à démontrer, les projets reposent sur une mobilisation collective croissante et se développent en fonction de leur capacité de bourgeonnement et d’ancrage territorial. De nouveaux modes de gouvernance apparaissent qui posent la question du positionnement d’une collectivité locale dans de tels projets et celle de l’invention d’arrangements institutionnels mixtes.

إنجليزي. Today, organic farming is also a provider of public goods, promoted by an increasing number of actors. It may be seen as a “commons”, that has to be shaped and developed by new types of collective commitments to study. Two French experiences in that perspective aiming to protect water resources and led by local authorities have been analyzed. The study shows that the local authority behaves as a facilitator of territorial development plan. It acts through two complementary levers, the control of supply (land and ownership) and demand (institutional catering). Whereas environmental efficiency remains to be proved, the projects rely on an increasing collective mobilization and develop according to their ability for budding and territorial rooting. New modes of governance appear, that raise the questions of a local authority positioning in such plans and the invention of mixed institutional arrangements.
