The problems of feed stuff market development under the conditions of the WTO | Проблемы развития рынка комбикормов в условиях ВТО

إنجليزي. The situation in the feed stuff market at the levels of the Sverdlovsk region and the Ural Federal District(UrFD) is considered. The basic reasons suppressing the development of feed stuff producers were singled out: the oligopolistic model of feed stuff market, which hinders their cooperation in this market, and the lack of effective integration links between grain and feed stuff producers. The various junctions of economic interests of feed stuff works, poultry farms, grain elevators undertaken during the period of reform (with the loss of the legal status of one of the partners) are assessed on the example of the Sverdlovsk region. It has been revealed the growth rate of livestock and poultry productivity by 25.2% with a decrease in the consumption of feed stuff by 3%. he UrFD)for the last 12 years. In the feed stuff market in the UrFD, feed stuff producers of this region act, the import share is not higher than 2%. After Russia joined the WTO, the presence in the market of foreign players will necessarily increase. A possibility of using a efficient version of the state support of agricultural enterprises — the consumers of animal feed is proved. The essence of the option comes down to the optimization (synchronization) of the growth rate of domestic agriculture and reducing the level of support, as it is written in the conditions of the WTO. A priority should be given the to the livestock production development as the main consumer of feed stuff. With the existing peculiar properties of the customs assignment of quotas of the main types of meat without support only poultry production can be normally developed, breeding pigs and cows will be of not economic benefit. To retain competitiveness, it is necessary to create integration formations focused on innovative development The main integrators are factories and feed stuff plants. The techniques of distributing income obtained by a synergetic effect are proposed.

الروسية. Рассматривается ситуация, сложившаяся на рынке комбикормов на уровнях Свердловской обл. и Уральского федерального округа (УрФО). Выделены основные причины, сдерживающие развитие комбикормопроизводящих организаций: олигополистическая модель рынка комбикормов, затрудняющая их сотрудничество на данном рынке и отсутствие эффективных интеграционных связей между зернопроизводящими и комбикормовыми предприятиями. На примере Свердловской области дана оценка различным вариантам соединения экономических интересов комбикормовых заводов, птицефабрик, хлебоприемных предприятий, осуществляемых в период их реформирования (с потерей юридического статуса одного из партнеров). В масштабе УрФО за последние 12 лет выявлен рост продуктивности скота и птицы на 25,2% при снижении расхода комбикормов на 3%. На рынке комбикормов в УрФО в основном действуют комбикормопроизводители данного региона, доля импорта не превышает 2%. После вступления России в ВТО присутствие на рынке зарубежных игроков неизбежно увеличится. Обоснована возможность использования рационального варианта государственной поддержки с.-х. предприятий — потребителей комбикормов. Суть варианта сводится к оптимизации (синхронности) в темпах роста отечественного сельского хозяйства и снижения уровня поддержки, как это прописано в условиях ВТО. Приоритет следует отдать развитию животноводства, как основного потребителя комбикормов. При существующих особенностях таможенного квотирования основных видов мяса без поддержки нормально развиваться сможет только птицеводство, разведение же свиней и КРС станет экономически не выгодным. Для сохранения конкурентоспособности необходимо создавать интеграционные формирования, ориентируемые на инновационное развитие. Основными интеграторами являются птицефабрики и комбикормовые заводы. Предложена методика распределения дохода, полученного за счет синергического эффекта.
