The value of services is growing all the time in Latvia and in the world. Governments are offering different services to its citizens, that they could not provide themselves. This is the century of information technologies, when it is important to receive and offer services as fast and comfortable as possible. The places where it is possible to receive services are centralized after the administrative territorial reform in Latvia in 2009; therefore they are also further from the citizens in countryside. That causes ineffective time management, the dissatisfaction of inhabitants, slowed information circulation and financial losses in institutions. To dissolve these consequences, the possibility to modernize services has arisen – e-services or services, that are available online, have made. They are becoming more and more significant in everyday life. It is not known how many people of Zemgale planning region are informed about the possibilities or e-services and how often they are used, also, why they are used or are not. To find out, is the government e-services systems in Zemgale region working and how, there is a need to do a research; to promote the use of e-services, suggestions should be made. The goal of the paper is to research government e-services available in Zemgale planning region and to clarify the opinion of citizens and counties governments about e-services use aspects and development. The hypothesis was made: the use of offered e-services in Zemgale planning region is limited among citizens, and it is caused by the lack of information about the existence of these services and the principles of use. E-services have been viewed through the prism of Homans’ social exchange theory, Gofmans’ dramaturgy theory and dominant services theory. Also the trust in e-government was examined. The hypothesis was confirmed.
