State policy to ensure competitiveness of the meat subcomplex of the agroindustrial comlex | Государственная политика обеспечения конкурентоспособности мясного подкомплекса АПК

إنجليزي. The article highlights the urgency of the research problem in increasing competitiveness of domestic producers of meat and meat products (MMP) in the conditions of the Russian transformation into an open economic system and its integration into the world economic community. The classification features for organizing factors of competitiveness of MMP, including the level of the economy, the nature of the origin and impact of business are also sustained. The multidimensional classification of competitiveness factors has been carried out. The following basic directions to control competition and competitiveness were based: the creation of a competitive environment, regulation of rivalry and support of the domestic products competitiveness in local and foreign markets. It was found that the government, concerning the creation of a competitive environment and management of competition and competitiveness, implements the passive strategy, therefore, the imperfect competitive relationship between the MMP market participators is formed. The basic directions of government participation in controlling domestic production competition were observed: monitoring and creating the conditions for innovation development of domestic meat production considering the changes of internal and external factors; improvement of antimonopoly policy; development of mechanisms of protection against risks; formation of a national standardization system and product certification, adequate and accurate international standards, that will ensure the rights of consumers in the purchase of high-quality safe products; also the development of market infrastructure, including the concept of meat production logistics is concerned. Some proposals for optimization of product distribution logistics systems of MMP were formed. They are based on the calculation of the optimal parameters of raw zones of meat plants using economic and mathematical model.

Обоснована актуальность исследования проблемы повышения конкурентоспособности отечественных товаропроизводителей мяса и мясной продукции (ММП) в условиях преобразования России в открытую экономическую систему и ее интеграции в мировое экономическое сообщество. Обоснованы классификационные признаки для систематизации факторов конкурентоспособности производства ММП, включающие уровень экономики, характер происхождения и воздействия, сферы деятельности. Выполнена многомерная классификация факторов конкурентоспособности. Обоснованы основные направления управления конкуренцией и конкурентоспособностью: создание конкурентной среды, регулирование конкуренции и поддержка конкурентоспособности отечественной продукции на внутреннем и внешнем рынках. Установлено, что государство реализует пассивную стратегию в вопросах создания конкурентной среды и управления конкуренцией и конкурентоспособностью, поэтому между участниками рынка ММП формируются несовершенные конкурентные отношения. Выявлены основные направления участия государства в управления конкурентной средой отечественного производства ММП. Это мониторинг и создание условий для инновационного развития отечественного мясопродуктового подкомплекса с учетом изменений внутренних и внешних факторов; совершенствование антимонопольной политики; разработка механизмов защиты от рисков; формирование национальной системы стандартизации продукции и сертификации производства, адекватной международным требованиям, для обеспечения прав потребителей на приобретение качественной и безопасной продукции; развитие рыночной инфраструктуры, включая логистическую концепцию развития мясопродуктового подкомплекса. Разработаны предложения оптимизации логистических систем товародвижения ММП на основе расчета оптимальных параметров сырьевых зон мясокомбинатов с использованием авторской экономико-математической модели.
