The present publication confirms, developing countries currently have little input into the international standards that serve as the basis for technical regulations and sanitary and phytosanitary measure in export markets. They lack both the financial and human resources to play and active role in the deliberations of the relevant international bodies. They also typically lack the infrastructure needed to demonstrate acceptable conformity to the voluntary and mandatory technical requirements in their export markets. The publication, based on sample of case studies, documents theses gaps and examines the difficulties hindering the export efforts of developing countries due to shortcomings in their standardization and conformity assessment infrastructure. The publication presents an inventory of the technical assistance needs of developing countries in relation to technical regulations and sanitary and phytosanitary measures.
