The goals of the thesis: According to the hypothesis, the goal of the thesis is to study mineral resource extraction, usage and the factors that impact this process in Latvian, and finally develop concept project for mineral resource market sustainable development. Hypothesis: The base of development in Latvian region mineral resource market is Latvian mineral resource extraction, usage and active stock. The goals of the thesis: According to the hypothesis, the goal of the thesis is to study mineral resource extraction, usage and the factors that impact this process in Latvian, and finally develop concept project for mineral resource market sustainable development. In order to reach the goal, following tasks has been raised: (1) to analyse mineral resource exploration and exploitation issues in Latvia; (2) to evaluate legislation aspects for mineral resource management; (3) to explore the dynamic of mineral resource stocks, mining, processing and marketing sector in Latvian regions from 2005 to 2011; (4) to explore factors that impacts mineral resource market and determine impact direction for mineral resource market; (5) to develop a vision for mineral resource market sustainable development.

Darba mērķis: Saskaņā ar izvirzīto hipotēzi, promocijas darba mērķis ir izpētīt minerālo resursu aktīvo krājumu, ieguves un izmantošanas dinamiku, to ietekmētājus Latvijā un izstrādāt ilgtspējīgu minerālo resursu tirgus attīstības vīziju. Darba mērķa sasniegšanai izvirzīti šādi uzdevumi: 1) izanalizēt minerālo resursu izpētes un izmantošanas problemātiku Latvijā; 2) izvērtēt minerālo resursu apsaimniekošanas tiesiskos normatīvos aspektus; 3) izpētīt minerālo resursu krājumu, ieguves, pārstrādes un realizācijas dinamiku nozarē un Latvijas reģionos no 2005 līdz 2011. gadam; 4) izpētīt minerālo resursu tirgu ietekmējošos faktorus un noteikt tirgus ietekmes virzienus; 5) izstrādāt ilgtspējīga minerālo resursu tirgus attīstības vīziju.
