Role of cooperation in solving the problems of dairy product subcomplex in the AIC | Роль кооперации в решении проблем молочно-продуктового подкомплекса АПК

إنجليزي. The state of the dairy food subcomplex is analyzed; the negative dynamics of its development is noted. The agricultural cooperation may become the most important instrument of successfully developing the subcomplex. This is confirmed by the positive experience of the Republic of Tatarstan, in which the agricultural consumer cooperative "Vatan" is created and functioning. It is actively developing – from the district initiative on milk collection to the successful republic-wide processing association with own system of product sale. The cooperative enterprise f the daily processes up to 16 t of raw stuffs and sells at wholesale markets of the Republic of Tatarstan 15 kinds of dairy products. It is concluded that urgent measures are needed for the development of cooperation in the dairy food sub-branch: assistance in solving the problems of startup capital; creation of joining center that regulates the activity of rural commodity producers and already available cooperatives of the first level; reduction of the value of crediting loan capital; expansion of benefits and privileges on the stage of creating and first years functioning the cooperatives; improvement of the existing taxation system with the aim of promoting the development of rural cooperation; active involvement of executive and representative authorities of regions into solving the problems of developing the rural cooperation.

الروسية. Анализируется состояние молочно-продуктового подкомплекса АПК России, отмечена негативная динамика его развития. Важнейшим рычагом успешного развития подкомплекса может стать сельскохозяйственная кооперация. - Это подтверждается положительным опытом Республики Татарстан, в которой создан и функционирует с.-х. потребительский кооператив "Ватан". Он активно развивается - от районной инициативы по сбору молока до успешного перерабатывающего объединения республиканского масштаба со своей системой сбыта продукции. Предприятие кооператива в сутки перерабатывает до 16 т сырья и реализует на оптовых рынках Республики Татарстан 15 видов молочной продукции. Сделан вывод, что необходимы срочные меры по развитию кооперации в молочно-продуктовой подотрасли: помощь в решении проблем стартового капитала; создание объединяющего центра, регулирующего деятельность сельских товаропроизводителей и уже имеющихся кооперативов первого уровня; снижение стоимости кредитных заемных средств; расширение льгот и привилегий на стадии создания и первых лет функционирования кооперативов; совершенствование действующей системы налогообложения с целью стимулирования развития сельской кооперации; активное вовлечение органов исполнительной и представительской власти регионов в решение проблем развития сельской кооперации.
