TECHNIСAL AND ENGINEERING MODERNIZATION OF DAIRY CATTLE BREEDING

During the realization of the State programs recession of milk production volumes and cows number is not suspended, increases the dependence of domestic food market on import deliveries of milk and dairy products. High capital cost of the branch, low efficiency of investments, disbalance of economic management mechanism make the branch investment unattractive. Innovative activity in the branch remains low: the technology of cow milking in milking parlor is used only in 8 enterprises of the Orel region prodicing 23,5 % of milk. Active measures of State support do not provide extended reproduction of dairy cattle breeding on innovative ground. The experience of the enterprises that avaluated the technologies of intensive dairy cattle breeding is examined. The increase of dairy cattle breeding competitive ability is connected with investments attraction, renovation of material and technical base, implementation of modern resource saving technologies into production. Application of different mechanisms of state support of engineering modernization if dairy cattle breeding being financed from regional budgets allows stimulating these processes in a number of the Russian Federation subjects. The article considers the proposals of the National Union of milk manufacturers “Souzmoloko” which prepared subprogram project “Development of milk and dairy products production for 2015-2020” of State Program of agriculture development and agricultural production markets regulation, raw material and foodstuffs for 2013-2020, which separate measures would play positive role in increase of investment attractiveness of dairy cattle breeding. To increase the innovative activity in the branch and to reduce a pay-back period of capital investment projects is suggested to improve the mechanisms of state support of milk manufacturers and to compensate a part of investment expenditures from the budget. Taking into consideration the objective situation in the dairy cattle breeding branch it is necessary to correct the measures of state support of milk manufacturers in the framework of State Program of agriculture development and regulation of markets of agricultural production, raw material and foodstuffs for 2013-2020.
