Organizational and economic mechanism of functioning of production cooperation | Организационно-экономический механизм функционирования производственной кооперации

إنجليزي. The methodological approaches for application of the organizational-economic mechanism of functioning of industrial cooperation in the agricultural sector of economics are proposed. Performance criteria of agricultural production cooperatives (APC) were distinguished - economic growth, competitiveness and solvency. Grouping of cooperatives of a number of regions of the Russian Federation was done to justify the parameters of the system of indicators to classify cooperatives as effective or ineffective. More detailed analysis of activities was done in APC of Krasnodar and Orel regions. On its basis and also taking into account the results of APC inspection in some other regions of the Russian Federation the organizational-economic models of efficient APC are developed and offered for implementation. It is recommended to the farms that are falling behind to increase availability of resources by investing into fixed assets of production and into increments of current assets and at the same time to take a number of organizational actions directed to improvement of organizational structure, production diversification, development of new technologies, internal self-sufficiency, marketing. Calculations made for specific unprofitable APC that also have different levels of profitability, confirm high efficiency of the development of these models: the average annual rate of economic growth increases and reaches at least 5-7%, the payback of the additional costs for increase in the resource supply takes two-three years. The development of effective models of APC provides a significant increase in the efficiency of economic entities of industrial cooperation.

الروسية. Предложены методологические подходы к применению организационно-экономического механизма функционирования производственной кооперации в аграрном секторе экономики. Определены критерии эффективности сельскохозяйственного потребительского кооператива (СПК) - экономический рост, конкурентоспособность и платежеспособность. Проведена группировка кооперативов ряда регионов РФ с целью обоснования параметров системы показателей для отнесения кооперативов к эффективным и неэффективным. Анализ деятельности проведён более подробно на примере СПК Краснодарского края и Орловской области. На его основе, а также с привлечением результатов обследования СПК в еще нескольких регионах РФ разработаны и предлагаются для внедрения организационно-экономические модели эффективных СПК. Отстающим хозяйствам рекомендовано повысить ресурсообеспеченность за счет инвестиций в основные средства производства и в прирост оборотных активов и одновременно провести ряд организационных мероприятий, направленных на совершенствование организационной структуры, диверсификацию производства, освоение новых технологий, внутрихозяйственный расчет, маркетинг. Расчеты, выполненные на примере конкретных убыточных и имеющих различный уровень рентабельности СПК, подтверждают высокую результативность освоения данных моделей: среднегодовые темпы экономического роста повышаются и достигают как минимум 5-7%, окупаемость дополнительных затрат на повышение ресурсообеспеченности составляет 2-3 года. Освоение представленных моделей эффективных СПК обеспечит значительное повышение эффективности хозяйствующих субъектов производственной кооперации.
