Directions of improvement of the organizational structure of agrarian science | Направления совершенствования организационной структуры аграрной науки

إنجليزي. The article discusses the importance of agrarian science in a modern society, analyses its position, and describes the experience of fundamental, applied and innovative developments. The ways of improvement of an organization and implementation of research results in the agrarian sector are studied. Agricultural research institutes preserved in the conditions of economic collapse in the 90's, but the personnel reduced greatly. During the reforming process of the agrarian science it is necessary to press for every agricultural sector being scientifically supported. The existing scientific schools at the branch institutes should be kept and developed. A ratio of fundamental and applied research should be determined in accordance with the staff qualification and the level of a material and technical base. The zonal research institutions are designed to adapt the branch developments to local conditions, including the achievements of the world agricultural science. With reference to the diversity of natural conditions of the RF it is necessary to ensure the development of an optimal system of farming. Each region has its own problems of socio-economic development of rural areas, their specialization, conservation and use of land resources. Their solution requires research teams specialized in these problems. Availability of economic institutions within the established regional research centers on agriculture may worsen the coordination of research, weaken the agrarian economic science, which may have a negative impact at the level of state decisions on agriculture. The relations between the scientist of research institutes and universities should be enhanced; the forms of interactions between research institutes and business should be re-examined. The introduction of agrarian technologies is a bottle neck. It is necessary to organize domestic breeding centers, innovative investment structures for modernizing agricultural enterprises, to develop information and consultation services, etc.

الروسية. В статье рассмотрено значение аграрной науки в современном обществе, проведен анализ её состояния, представлен опыт фундаментальных, прикладных и внедренческих разработок. Обоснованы направления совершенствования организации проведения и внедрения результатов научных исследований в аграрной сфере. Сельскохозяйственные НИИ сохранились в условиях развала экономики 90-х годов, но сильно сократили кадры. При проведении реформы аграрной науки нужно стремиться к тому, чтобы ни одна отрасль сельского хозяйства не осталась без научного обеспечения. Сложившиеся в отраслевых институтах научные школы нужно сохранять и развивать. В зависимости от квалификации кадров и уровня материально-технической базы следует определять соотношение фундаментальных и прикладных исследований. Зональные научные учреждения призваны адаптировать к местным условиям отраслевые разработки, в т.ч. достижения мировой с.-х. науки. С учетом разнообразия природных условий РФ нужно обеспечить разработку оптимальной системы ведения сельского хозяйства. Проблемы социально-экономического развития сельских территорий, их специализации, сохранения и использования земельных ресурсов в каждом регионе свои. Для их решения требуются специализированные на этих проблемах научные коллективы. Включение экономических институтов в состав создаваемых региональных научных центров по сельскому хозяйству может ухудшить координацию исследований, ослабить аграрную экономическую науку, что отрицательно отразится на уровне государственных решений по сельскому хозяйству. Следует усиливать связи между учеными НИИ и вузов, а также искать новые формы взаимодействия между НИИ и бизнесом. Узкое место – внедрение аграрных инноваций. Необходимо организовывать отечественные селекционные центры, инновационно-инвестиционные структуры для модернизации с.-х. предприятий, развивать информационно-консультационные услуги и др.
