The evaluation of the existing mechanisms of agricultural insurance in the countries of the EEU and the direction of their convergence | Оценка действующих механизмов агрострахования в странах ЕАЭС и направления их сближения

إنجليزي. Agricultural insurance is a vital tool for financial infrastructure focused on risk control in agriculture, ensuring the stability of production. The policy of the EEU in the field of insurance has both similarities and significant differences. The objective of the study is to develop areas of convergence of mechanisms of agricultural insurance in these countries. The insurance market of the EEU was assessed in 2014 at $ 362, $ 6 million. USA. In 2015 it is noted a decrease of more than 2 times, because of the devaluation of the national currency and economic crisis. Market share amounted to in 2015: Russia - 90.2%; Belarus - 8.8; Kazakhstan - 1. A comparative analysis of the legal framework and economic mechanism of risk control in the agriculture of the EEU countries helped to identify the advantages and disadvantages of models of agricultural insurance; the latter are both conceptual and methodological in nature. Market dynamics is illustrative of its inefficiency. This conclusion is based on the statistics of reducing the number of insurance contracts, decline in the share of insured crops, low level of insurance payments, and large budget expenditure on state support. The study revealed the incorrectness of the calculation of insurance rates and other financial and economic parameters of insurance programs (insurance and reinsurance premium stabilization reserves financial security insurance coverage). These indicators should be based on a unified methodology of actuarial calculations, which requires an inventory of relevant teaching materials. The creation of a single insurance market requires the promotion of competitive insurance products, which are now units. The creation of insurance protection against catastrophic risks and income drop risks due to the volatility of prices is of immediate interest.

الروسية. Агрострахование - важнейший инструмент финансовой инфраструктуры, направленный на управление рисками в сельском хозяйстве, обеспечение стабильности производства. Политика государств ЕАЭС в сфере страхования имеет как элементы сходства, так и существенные различия. Задача исследования состоит в разработке направлений сближения механизмов агрострахования в указанных странах. Рынок агрострахования ЕАЭС оценивался в 2014 г. в размере 362, 6 млн долл. США. В 2015 г. отмечается его сокращение более чем в 2 раза, что объясняется девальвацией национальных валют, а также экономическим кризисом. Доля рынка составила в 2015 г.: России - 90,2%; Белоруссии - 8,8; Казахстана - 1. Сравнительный анализ нормативно-правовой базы и экономического механизма управления рисками в сельском хозяйстве стран ЕАЭС позволил выявить достоинства и недостатки моделей агрострахования; последние носят как концептуальный, так и методологический характер. Динамика рынка свидетельствует о его неэффективности. Данный вывод основывается на статистике сокращения числа заключенных договоров страхования, падении доли застрахованных посевов, низком уровне страховых выплат, больших бюджетных расходах на господдержку. Исследование выявило некорректность расчетов страховых тарифов и других финансово-экономических параметров страховых программ (страховой и перестраховочной премии, стабилизационных резервов, финансовой обеспеченности страховой защиты). Указанные показатели должны основываться на единой методологии актуарных расчетов, что требует инвентаризации соответствующих методических материалов. Создание единого страхового рынка предполагает продвижение конкурентных страховых продуктов, которых сейчас единицы. Актуально создание страховой защиты от катастрофических рисков и рисков падения доходов в связи с волатильностью цен.
