Communication network analysis and organizational climate of PhilHealth Lucena, Quezon, Philippines

The study analyzed the communication networks present in PRO IV-A, a government owned and controlled corporation (GOCC) under the Department of Health whose main goal is to promote healthcare financing to every Filipino. It determined the strengths and limitations of PRO IV-A in acquiring universal health coverage target by identifying the communication flow and the networking patterns of the organization. The study was anchored on the social network theory by Monge and Contractor, which views social relationships in terms of nodes and ties. It employed a one-shot survey research design. A total of 57 respondents were surveyed using a semi-structured questionnaire. The patterns of communication networks were determined using UCINET 6.0 for Windows software. Results showed that there were five types of communication networks present in the organization: the formal, feedback, and innovation networks where employees followed a hierarchical protocol and which appeared to have no major structural irregularities of information exchange; and the personal and social networks, which appeared to be loosely connected. Results also indicated that the respondents were more concerned with work-related matters than their personal issues. However, strengthening these networks could help create a better working environment and could be a good source of information that could not be attained from the formal networks. Moreover, strengthening informal ties is important because it could lead to the improvement of its organizational climate, which could affect its universal health coverage target by 2015.
