Realities of the modern period of development of the domestic grain products subcomplex | Реалии современного периода развития отечественного зернопродуктового подкомплекса

إنجليزي. The grain product subcomplex (GPS) accounts for more than 20% of agricultural products of the food complex of Russia. A common goal and economic interests link grain producers and grain processors. A number of problems hampering the transfer of the grain economy to the innovation-investment development model exists: insufficient level of investment in the development of agrarian science; complexity of consistency in achieving the economic interests of participants in the GPS in the absence of cooperation and agro-industrial integration; technical and technological backwardness; persistent imbalances and an imperfect system of intersectoral and intra-sectoral exchange; low profitability of the grain economy, leading to an unfavorable investment situation. In order to increase the competitiveness and efficiency of all structural units, there is proposed a conceptual scheme for the modernization of the GPS, detailed with structured, logically based tasks and benchmarks. To ensure the efficiency of its implementation, it is advisable to: achieve certain volumes of grain of required quality, taking into account its intended use and the features of locating of the production base of grain processing enterprises throughout the country; create a relatively favorable investment climate for carrying out technical and technological modernization using domestic equipment for grain processing enterprises, as well as modern infrastructure to reduce costs in the storage, transportation and logistics of grain and its processing products; to develop a modern system of indicative planning and forecasting in grain processing industries based on the use of target programs and investment projects for their development, as well as significantly improve the information support for all participants of the RF GPS.

الروسية. На долю зернопродуктового подкомплекса (ЗП) приходится более 20% с.-х. продукции продовольственного комплекса России. Участники производства зерна и продуктов его переработки связаны единой целью и экономическими интересами. Существует ряд проблем, сдерживающих перевод зернового хозяйства на инновационно-инвестиционную модель развития: недостаточный уровень вложений в развитие аграрной науки; сложности согласованности в достижении экономических интересов участников ЗП при отсутствии кооперации и агропромышленной интеграции; технико-технологическая отсталость; сохраняющиеся диспропорции и несовершенная система межотраслевого и внутриотраслевого обмена; низкая доходность зернового хозяйства, приводящая к неблагоприятной инвестиционной ситуации. С целью повышения конкурентоспособности и эффективности всех структурных подразделений предложена концептуальная схема целей модернизации ЗП, детализированная структурированными, логически обоснованными задачами и ориентирами. Для обеспечения эффективности ее осуществления целесообразно: достичь определенных объемов зерна требуемого качества с учетом его целевого использования и особенностей размещения производственной базы зерноперерабатывающих предприятий по территории страны; создать относительно благоприятный инвестиционный климат для проведения технико-технологической модернизации с использованием отечественного оборудования для зерноперерабатывающих предприятий, а также современной инфраструктуры для снижения издержек при хранении, транспортировке и логистике зерна и продуктов его переработки; разработать современную систему индикативного планирования и прогнозирования в отраслях зерноперерабатывающей промышленности на основе использования целевых программ и инвестиционных проектов их развития, а также существенно улучшить информационное обеспечение всех участников ЗП РФ.
