The organizational and economic mechanism for formation of the technical base of agricultural organizations under modernization of the agro-industrial complex | Организационно-экономический механизм формирования технической базы сельскохозяйственных организаций в условиях модернизации АПК

إنجليزي. The purpose of the study is to form an organizational and economic mechanism aimed at solving the problem of modernization of the technological infrastructure of agriculture. The produced domestic equipment requires upgrading, as in all its main parameters it is behind the best foreign analogues by two generations (for 20 - 25 years). Modernization is necessary to implement a new technological policy that will raise labour productivity in the industry. The modern technological infrastructure should be developed with reference to the achievements of the world science, machinery, new progressive technologies based on high efficient knowlege. At the same time, labour resources should prevail in the structure of the productive forces, as a main productive force is a man with his knowledge, production experience and labour skills. The labour resources are engineers (specialists) on mechanization and electrification of production processes, machine operators, a repair and service personnel, a research personnel for development of new machinery and technologies for agriculture. The basis for modernization is the re-equipment of the industry with new generation machinery, which will ensure a significant reduction in labour costs and other resources. The basis of new machinery is the increase of power-to-weight ratio. The introduction of intensive technologies into the process of unit management is provided by computer information systems. At the same time, the technical reliability of machines is increasing; the system of their use and technical service is being modernized. To carry out the modernization, it is necessary to have greater state support. For this, it is necessary to provide modernization of agrarian science with development of innovative subdivisions in its structure; stimulation of technological reorganization of farms with subsidies for technological materials, etc.; subsidizing R and D to develop priority groups of new production technologies and machinery.

الروسية. Цель исследования – формирование организационно-экономического механизма, нацеленного на решение проблемы модернизации технической базы сельского хозяйства. Производимая отечественная техника нуждается в модернизации, т.к. по всем основным параметрам отстает от лучших зарубежных аналогов на два поколения (на 20 - 25 лет). Модернизация необходима для реализации новой технологической политики, которая позволит поднять производительность труда в отрасли. Современная техническая база должна создаваться с учётом достижений мировой науки, техники, новых прогрессивных технологий, основанных на высокоэффективных знаниях. При этом в структуре производительных сил должны преобладать трудовые ресурсы, т.к. главная производительная сила - это человек с его знанием, производственным опытом и трудовыми навыками. Трудовые ресурсы – это инженеры (специалисты) по механизации и электрификации производственных процессов, операторы машин, ремонтно-обслуживающий персонал, научно-исследовательские кадры по разработке новой техники и технологий для сельского хозяйства. Основой модернизации является переоснащение отрасли техникой и оборудованием нового поколения, обеспечивающими существенное сокращение трудовых издержек и других ресурсов. Основа новой техники – повышение энерговооруженности. Внедрение интенсивных и высоких технологий в процесс управления агрегатами обеспечивается компьютерными информационными системами. При этом возрастает техническая надежность машин, модернизируется система их использования и технического сервиса. Для проведения модернизации необходимо более глубокое участие государства. Для этого необходимо предусмотреть модернизацию аграрной науки с развитием в ее структуре инновационных подразделений; стимулирование технологического переустройства хозяйств с субсидиями на технологические материалы и др.; субсидирование НИОКР по созданию приоритетных групп новых технологий производства и техники.
