Inulin market in Russia: possibilities of raw materials base development and necessary resources for creation of modern domestic production | Рынок инулина в России: возможности развития сырьевой базы и необходимые ресурсы для создания современного отечественного производства

إنجليزي. The consumption of inulin in the world and in the RF for the last years has been analyzed. It is shown that in 2010 the consumption of inulin in the world was about 83 thous. t. The largest consumers of inulin were the USA (24 thous.t/year), FRG (6.6 thous.t/year), Spain (5 thous.t/year), Great Britain (1.15 thous.t/year), RSA (0.4 thous.t/year), as well as Indonesia, Philippines, China, Mexico, Brasilia, Austria, Poland and the RF. The consumption of inulin in the CIS countries and the Baltic States in 2010 was 0.8 thous.t/year. In the RF usually imported inulin is consumed. To solve the problem of import substitution, it is required to set up and develop the domestic production of inulin. In Russia inulin may be produced from chicory and topinambur comprising 16-20 and 15-20%, respectively. The production of own inulin in the RF is suppressed because of distinctly formulated state policy both in the production of inulin feedstock, and industrial technologies of processing it. In order to develop this area, it is necessary to develop a departmental special-purpose program at the level of the Ministry of Agriculture of the Russian Federation for production of inulin from domestic chicory and topinambur. This project may be executed within the Federal Scientific and Technical Program of Agricultural Development for 2017-2025. The conception of financial, material-technical, scientific resources within the framework of this program, rendering some tax preferences would make it possible (maximally) to adjust annual gross harvests of chicory and topinambur by 2030 to 1.05 and 2.0-3 million t, and the production of inulin from chicory and topinambur – to 100 and 155 thousand t. It has been concluded that the development of domestic inulin production is possible only due to comprehensive state support.

الروسية. Проанализировано потребление инулина (ИН) в мире и в РФ за последние годы. Показано, что в 2010 г. потребление ИН в мире составило примерно 83 тыс. т. Самыми крупными потребителями ИН были США (24 тыс. т/г), ФРГ (6,6 тыс. т/г), Испания (5 тыс. т/г), Великобритания (1,15 тыс. т/г), ЮАР (0,4 тыс. т/г), а также Индонезия, Филиппины, Китай, Мексика, Бразилия, Австрия, Польша и РФ. Потребление ИН в странах СНГ и Прибалтике в 2010 г. составило 0,8 тыс. т. В РФ обычно потребляется импортный ИН. Для решения проблемы импортозамещения необходимо наладить и развивать отечественное производство ИН. В России ИН можно вырабатывать из цикория (ЦК) и топинамбура (ТП), содержащих 16-20 и 15-20% ИН соответственно. Производство собственного ИН в РФ сдерживается из-за отсутствия четко сформулированной государственной политики как в сфере производства инулинсодержащего сырья, так и промышленных технологий его переработки. Чтобы развивать данное направление, необходимо на уровне Минсельхоза России разработать ведомственную целевую программу производства ИН из отечественного ЦК и ТП. Реализация этого проекта могла бы войти в принятую Федеральную научно-техническую программу развития сельского хозяйства на 2017–2025 гг. Концентрация финансовых, материально-технических, научных ресурсов в рамках данной программы, предоставление определенных налоговых преференций дало бы возможность (по максимуму) довести ежегодные валовые сборы ТП и ЦК к 2030 г. до 1,05 и 2,03 млн. т, а производство ИН из ТП и ЦК – до 100 и 155 тыс. т. Сделан вывод что, развитие производства отечественного ИН возможно только при всесторонней государственной поддержке.
